H894 - Game Nights/Nonprofit Fund-Raiser

• Authorizes nonprofit organizations exempt under federal tax code sections 501(c)(3), 501(c)(4), 501(c)(5), or 501(c)(6) that have operated for at least five years to conduct "game nights" as fundraising events at qualified facilities (those with alcoholic beverage permits).

• Permits only six specified games at game nights: roulette, blackjack, poker, craps, keno, and merchandise wheel of fortune, with play using only non-cash chips/tokens redeemable for raffle tickets only.

• Limits each nonprofit to four game night events per year, maximum five hours each, with no more than two events per building per week and restrictions on operating hours (no operations 2:00 A.M. to noon Monday-Saturday, or before 2:00 P.M. Sunday).

• Requires nonprofits to obtain a $250 permit from the Alcohol Law Enforcement Branch at least 30 days in advance and restricts prize costs to 50% of proceeds, allowing alcoholic beverage sales and consumption during the event.

• Applies only to areas of North Carolina east of Interstate 26 as of November 28, 2011, and includes a requirement for the Department of Public Safety to report to the 2019 General Assembly on permit administration and enforcement outcomes.
