Authorizes local ABC boards to contract with the North Carolina State Lottery Commission to install and operate self-service lottery ticket vending machines in ABC stores, limited to draw games and instant scratch-off games only.

Clarifies that lottery ticket vending machines in ABC stores do not permit the sale of other lottery products and do not require ABC stores to allow persons under age 21 to enter.

Requires local ABC boards to pay all quarterly proceeds from lottery ticket vending machine operations to the Department of Public Instruction, which credits funds to the Public School Building Capital Fund of the county where the local board is located.

Adds lottery ticket sales authority to the list of powers granted to local ABC boards under G.S. 18B-701(a).

Becomes effective upon enactment.
