Authorizes the Joint Legislative Education Oversight Committee to study whether student-athletes should receive stipends or share in sports revenues generated by higher education institutions.

Study may examine revenue sources including commercialization of student names/images/likenesses, ticket sales, television rights, merchandise sales, and licensing agreements.

Committee may consider recruitment and retention policies, academic eligibility requirements, educational services quality, professional athlete opportunities, and the Edward O'Bannon v. NCAA court decision in its analysis.

Committee may report findings and recommended legislation to the 2016 Session of the General Assembly.

Effective upon enactment into law.
