Requires the Department of Commerce to mandate that businesses receiving economic development incentives engage in annual educational outreach efforts and report by March 1 each year.

Educational outreach activities must include at least one of seven options: sponsoring career days, hosting student workplace visits, funding employment offices, notifying employment offices of job openings, collaborating with schools on student aptitude identification, adapting higher education curricula, or funding scholarships.

The Department of Commerce must report annually by April 1 to multiple legislative committees and commissions detailing each recipient business name, types of educational outreach offered, and number of students participating and hired.

Applies to all economic development incentives awarded on or after the bill's effective date.
