Appropriates $2,427,975 from the General Fund and federal Temporary Assistance to Needy Families (TANF) Block Grant funds for fiscal year ending June 30, 2015 to the Department of Health and Human Services.

Directs funds to be distributed as grants to approved Boys and Girls Clubs programs across the state.

Requires funded programs to improve youth motivation, performance, and self-esteem, and to implement initiatives expected to reduce school dropout and teen pregnancy rates.

Encourages Boys and Girls Clubs to collaborate with Support Our Students, Communities in Schools, and similar programs through joint grant applications.

Becomes effective July 1, 2015.
