Removes restrictions on school opening and closing dates for the Rowan County Board of Education, allowing greater flexibility in calendar adoption.

Eliminates the requirement that opening dates be no earlier than the Monday closest to August 26 and closing dates no later than the Friday closest to June 11.

Removes provisions allowing the State Board of Education to waive opening date requirements or grant exceptions based on "good cause" (such as eight days of closures per year due to severe weather).

Deletes exemptions previously granted to schools operating modified calendars as of the 2003-2004 school year.

Applies only to Rowan County and takes effect beginning with the 2015-2016 school year.
