Establishes the Drainage Improvement Study Commission composed of 15 members, including 4 legislators (2 House, 2 Senate), 8 public representatives from various interests, and 3 state agency directors.

Commission shall study drainage problems in low-lying counties with elevations less than 124 feet above sea level, focusing on impact to agriculture, forestry, and property owners; legal and regulatory impediments; and beaver control adequacy.

Members receive per diem and travel allowances per state law; may meet in the Legislative Building or Legislative Office Building with clerical and professional staff support.

Commission shall submit final report with findings and legislative recommendations to the 2016 Regular Session of the General Assembly and shall terminate December 31, 2016, or upon filing final report, whichever occurs first.

Effective upon enactment of the law.
