Merges the North Carolina Cemetery Commission with the North Carolina Board of Funeral Service, effective December 31, 2015, transferring all powers, duties, records, property, and funds to the renamed North Carolina Funeral Service and Cemetery Board.

Increases the Board from 9 to 12 members, adding two cemetery-affiliated members appointed by the Governor and two cemetery owners/managers appointed by the General Assembly to represent the cemetery industry.

Consolidates cemetery and funeral service licensing and regulation into a single Article 13G of Chapter 90, establishing separate parts for general provisions, the Board, funeral service licenses, and cemetery licenses.

Transfers all cemetery regulations previously under G.S. 65-46 through 65-73 into the new consolidated article structure, maintaining existing requirements for trust funds, permits, inspections, and cemetery operations.

Makes conforming changes to related statutes in Articles 13D, 13E, and 13F regarding preneed funeral services and references to the Board's new name throughout the General Statutes.
