Appropriates $10,000,000 to the Department of Agriculture and Consumer Services for fiscal year 2015-2016 to acquire the Headwaters Tract in Transylvania County for military training and emergency response missions.

Allocates $200,000 annually for fiscal years 2015-2016 and 2016-2017 to the Department of Public Safety for the North Carolina National Guard Tuition Assistance Program.

Appropriates $618,000 for 2015-2016 and $5,087,501 for 2016-2017 to expand and rehabilitate National Guard armories in Elizabeth City, Jacksonville, Louisburg, and Reidsville, with matching federal funds of $6,905,501.

Provides $498,875 annually for 2015-2016 and 2016-2017 to operate the Stanly County campus of the Tarheel Challenge Academy with matching federal funds.

Designates the Adjutant General as a state ambassador and appropriates $3,500 annually for official diplomatic receptions, and allocates $250,000 for 2015-2016 to plan a National Guard facility on 420 acres in a specified location.
