Appropriates $406,459 for fiscal year 2015-2016 and $406,459 for fiscal year 2016-2017 from the General Fund to the Department of Public Safety for salary adjustments to retain Division of Emergency Management employees.

Directs the Legislative Research Commission to study whether an emergency management preparedness and response fee should be imposed on homeowners', mobile home owners', tenant homeowners', and condominium unit owners' property insurance policies in North Carolina.

Requires the Legislative Research Commission to submit its findings and recommendations on the proposed fee to the 2015 General Assembly prior to the 2016 Regular Session, with copies sent to the Speaker of the House and President Pro Tempore of the Senate.

Becomes effective July 1, 2015 for the salary appropriations and upon enactment for all other provisions.
