Establishes certification process for adult day care and adult day health facilities to provide overnight respite services, limited to 14 consecutive days or 60 total calendar days per year (or waiver limits if applicable).

Sets certification fees of $350 initial and $315 annual renewal for overnight respite programs, with a $225 flat fee for construction project reviews.

Appropriates $88,000 annually for fiscal years 2015-2016 and 2016-2017 to the Division of Health Service Regulation to hire one nursing consultant and one engineer/architect for facility inspections.

Requires overnight respite programs be limited to a maximum of 6 beds per facility and establishes rules addressing staffing, fire safety, sanitation, nutrition, medication management, and program activities.

Authorizes counties to use certified overnight respite programs under the Home and Community Care Block Grant and allows these facilities to become providers under the Innovations waiver and Community Alternatives Program for Disabled Adults (CAP/DA) waiver.
