Directs the State Board of Education to issue a request for proposals from teacher education programs at UNC constituent institutions to pilot a redesigned program focused on producing highly effective teachers.

Requires proposals to include rigorous recruitment and admission standards, curriculum revisions with interdepartmental cooperation, and redesigned clinical experiences with year-long classroom placements mentored by highly effective teachers.

Mandates the selected institution implement the pilot beginning in the 2016-2017 school year and report graduate outcomes for five years, including student academic growth, teacher recruitment and retention, and evaluation ratings.

Appropriates $300,000 for fiscal year 2015-2016 and $300,000 for fiscal year 2016-2017 to the selected institution for pilot program costs.

Requires proposals by October 15, 2015, funding award by December 15, 2015, and a progress report by December 31, 2017.
