Appropriates $28,000,000 from unclaimed lottery prize money to the Department of Public Instruction for the driver education program in fiscal year 2015-2016.

Establishes a new late fee on motor vehicle registration to create a dedicated revenue source for driver education: $15 for registrations expired less than one month, $20 for one to two months expired, and $25 for two or more months expired.

Reduces the maximum fee local school boards can charge students for driver education courses from $65.00 to $45.00.

Appropriates $26,000,000 in recurring funds from the Civil Penalty and Forfeiture Fund to the Department of Public Instruction for driver education in fiscal year 2016-2017.

Requires the Department of Public Instruction to review and revise the driver education curriculum based on the final report of the North Carolina State Driver Education Assessment to ensure consistency with best practices.
