Establishes a five-member Temporary Redistricting Advisory Commission to oversee the redistricting process following the 2020 federal census and each subsequent decennial census.

Commission members are appointed by the President Pro Tempore of the Senate, Senate minority leader, Speaker of the House, and House minority leader, with a fifth chair member selected by the four appointees requiring at least three votes.

Prohibits commission members from holding public or political party office, being relatives of legislators or congressional members, or being employed by the General Assembly or Congress.

Requires legislative and congressional districts to be established on population basis, with state senate and house districts within 5% of ideal population and congressional districts within 0.1% of ideal population.

Mandates districts be contiguous, reasonably compact, and prohibits their design based on political party affiliation, incumbent protection, or dilution of minority voting strength except as required by law.
