Appropriates $208,390,767 for fiscal year 2015-2016 and $212,265,373 for fiscal year 2016-2017 to the Department of Public Instruction for local school administrative units.

Requires placement of at least one full-time teacher assistant in every kindergarten and first grade classroom.

Requires placement of at least one half-time teacher assistant in every second and third grade classroom.

Addresses prior reductions in recurring teacher assistant funding (approximately $129.9 million cut in 2014-2015 fiscal year) and nonrecurring funding losses ($24.8 million in 2014-2015).

Effective July 1, 2015.
