Proposes constitutional amendment requiring a two-thirds vote in each house of the General Assembly to enact any law imposing a new state tax or increasing an existing tax rate.

Exempts from the two-thirds requirement laws that repeal or restrict specific tax preferences and laws authorizing local taxing units to levy taxes.

Updates language in Section 23 of Article II of the North Carolina Constitution regarding revenue bills, changing "shall have" to "has" and "several" to "separate" for grammatical modernization.

Submits the amendment to qualified voters at the November 2016 general election with ballot language asking voters to approve or reject the constitutional change.

Becomes effective upon certification by the State Board of Elections and enrollment by the Secretary of State if approved by majority voter support.
