Eliminates authority for the Department of Transportation to establish and collect tolls on North Carolina ferry routes effective July 1, 2015.

Requires the Board of Transportation to cease collecting ferry tolls immediately and repeal implementing regulations as expeditiously as possible.

Mandates refunds of prepaid tolls and commuter pass payments for ferry trips occurring on or after the bill's effective date, with partial refunds for commuter passes based on time period covered.

Redirects ferry revenue collection to concessions, sponsorships, and advertising activities under a new Ferry Capital Improvement Account to fund vessel replacement and system capital needs.

Maintains Department authority to operate ferries and contract for their operation, but removes the statutory basis for toll collection and related procedures established by prior law.
