Appropriates $1,150,000 from the General Fund for fiscal year 2015-2016 and $1,150,000 for fiscal year 2016-2017 to the Department of Health and Human Services, Division of Mental Health, Developmental Disabilities, and Substance Abuse Services.

Allocates funds to Triangle Residential Options for Substance Abusers, Inc. (TROSA) to support expansion of its substance abuse recovery services, which provides 24/7 residential treatment and job training statewide.

Requires TROSA to submit reports by June 30, 2016 and June 30, 2017 detailing how appropriated funds were used to expand capacity and the total number of individuals served during each fiscal year.

Effective July 1, 2015.
