Establishes the Foster Care Transitional Living Initiative Fund to support a demonstration project providing transitional living services to youth ages 17-21 aging out of foster care, implemented through Youth Villages.

Requires private-sector funding partners to match 100% of state appropriations to the Foster Care Transitional Living Initiative Fund for the 2015-2017 fiscal biennium.

Appropriates $1,300,000 for fiscal year 2015-2016 and $1,750,000 for fiscal year 2016-2017 from the General Fund to the Department of Health and Human Services for the program.

Expands the Permanency Innovation Initiative Oversight Committee from 11 to 12 members, adding a representative from Youth Villages, and requires the Committee to track data and outcomes for both the permanency initiative and the new foster care transitional living initiative.

Program focuses on measuring outcomes related to housing stability, earnings, mental health, and other factors, with the goal of establishing the first evidence-based transitional living program in the nation.
