Appropriates $3,185,888 for fiscal years 2015-2016 and 2016-2017 to the Judicial Department for funding 33 full-time positions to operate existing drug treatment courts.

Authorizes investigative grand juries to be convened to investigate allegations of illegal use of force by law enforcement officers, defined as "the amount of effort required by a law enforcement officer to compel compliance by an unwilling subject."

Creates a new private prosecution process allowing licensed North Carolina attorneys retained by private citizens to submit bills of indictment and prosecute felony cases if a grand jury returns a true bill, with the private attorney designated as a special prosecutor with the same authority as a district attorney.

Allows clerks of court, registrars of deeds, and legislators to request special prosecutors from the Attorney General's Special Prosecution Division, in addition to district attorneys, and requires the district attorney to calendar such cases.

Proposes a constitutional amendment (to be submitted to voters) authorizing officials other than district attorneys to request special prosecutors and permitting attorneys other than district attorneys to prosecute criminal actions in Superior Court on behalf of the State; Sections 3 and 4 take effect only if voters approve the amendment.
