Establishes the North Carolina STEM Scholars Program to provide four-year forgivable loans of $6,500 per year to exemplary high school seniors committed to teaching science, technology, engineering, and mathematics (STEM) in North Carolina public schools.

Creates the North Carolina STEM Scholars Advisory Commission with 11 members to recommend eligibility standards, identify qualified applicants through regional review committees, and oversee the program's administration by the State Education Assistance Authority.

Forgives loans if recipients teach STEM subjects for four years at North Carolina public schools within seven years of graduation, or for three consecutive years at low-performing schools designated by the State Board of Education.

Appropriates $754,000 for fiscal year 2015-2016 and $1,404,000 for fiscal year 2016-2017, with funds designated for loans, administrative costs, and extracurricular activities for loan recipients.

Becomes effective July 1, 2015.
