Increases the license fee for operating a cemetery company from $1,600 to $1,700.

Modifies minimum acreage requirements for cemetery lands in counties with population less than 125,000 (reduced from 35,000), allowing 15 acres instead of 30 acres in these counties.

Adds requirement that cemetery licensees in qualifying counties must transfer 3% of gross sales price to perpetual care fund within 60 days when selling land and retaining less than 30 acres.

Applies the reduced acreage threshold (15 acres instead of 30) to both initial cemetery establishment requirements and ongoing minimum acreage maintenance standards.
