Appropriates funds to the Department of Health and Human Services, Division of Public Health, for youth tobacco use prevention programs, effective July 1, 2015.

Consolidates the excise tax on vapor products under the existing 12.8% tax rate on tobacco products other than cigarettes, eliminating the separate 5-cent-per-milliliter vapor tax.

Establishes the Youth Tobacco Use Prevention Fund to receive revenue from vapor product taxes exceeding the amount that would have been generated under the previous 5-cent-per-milliliter rate in fiscal year 2014-2015.

Requires the Department of Health and Human Services to provide annual financial reports to the Joint Legislative Oversight Committee on Health and Human Services and the Office of State Budget and Management detailing youth tobacco use prevention expenditures.
