Removes opening and closing date restrictions for Haywood, Madison, and Yancey County school administrative units, allowing local boards of education to determine these dates with greater flexibility.

Eliminates the requirement that opening dates be no earlier than the Monday closest to August 26 (or August 19 with state board waiver) and closing dates be no later than the Friday closest to June 11 for these three counties.

Repeals provisions that previously exempted only schools with modified calendars designated in 2003-2004 from the standard opening and closing date requirements.

Applies only to Haywood, Madison, and Yancey County school administrative units, effective beginning the 2015-2016 school year.
