Authorizes the Department of Health and Human Services to conduct an 18-month pilot program from July 1, 2016, to December 31, 2017, exempting up to 10 licensed continuing care retirement communities (CCRCs) from certificate of need requirements to establish home health agencies.

Selected CCRCs must be licensed under Article 64 of Chapter 58, Medicare-certified facilities seeking to establish home health agencies to serve their residents.

Requires proposed home health services to be used exclusively for CCRC residents who have continuous care contracts and have lived in the facility for at least 30 days, with exceptions possible for medical conditions not previously known.

Mandates participating CCRCs collect and report data by February 1, 2017, including resident home health agency choices, services offered, and cost implications of reduced hospital readmissions.

Requires the Department to submit a comprehensive report to the Joint Legislative Oversight Committee on Health and Human Services and Fiscal Research Division by May 1, 2017, summarizing pilot program findings.
