Authorizes issuance of $2 billion in general obligation bonds for public improvement projects, subject to voter approval in the 2016 presidential election.

Requires community colleges seeking new construction funding to provide local matching funds ranging from 1:3 to 1:1 depending on regional development tier classification.

Establishes special provisions for water/sewer loans and grants, including prioritization for EPA administrative orders and consent decrees, with up to 50% grant funding for qualifying projects.

Requires quarterly reporting by recipient agencies to legislative oversight committees on project funding, expenditures, and completion status.
