Requires Department of Administration to obtain General Assembly authorization before entering into leases exceeding 30 years or lease renewals that would extend total term beyond 30 years, with 30-day advance notice to Joint Legislative Commission on Governmental Operations.

Prohibits Department of Administration from entering into leases requiring relocation of State personnel or functions unless the affected agency has sufficient operating funds to cover both relocation costs and ongoing State functions, unless specifically authorized by the General Assembly.

Mandates that all state capital improvement project recommendations include estimates of maintenance and operating costs (including personnel) for the first five years of operation, with identification of a recommended funding source for those costs.

Requires Office of State Budget and Management to develop weighted evaluation criteria for capital improvements including preservation of existing facilities, health and safety, operational efficiencies, and projected demand for government services, and to report these criteria and results to the General Assembly with each six-year capital improvements plan.

Directs the Director of the Budget to submit a preliminary six-year capital improvements plan to the General Assembly by October 1, 2016, that includes operating and maintenance cost estimates as required by the bill.
