Requires occupational licensing boards to provide the Joint Legislative Administrative Procedure Oversight Committee with current contact information for the individual responsible for filing required reports, and to notify the Committee within 30 days of any changes.

Renames the "Research Division" to the "Legislative Analysis Division" throughout North Carolina General Statutes in Sections 2, 3, 4, 5, 6, 7, 8, and 9.

Updates references to the renamed division in statutes governing special registration plates, health information exchange networks, legislative services, federal mandate reporting, and certification of federal law compliance.

Applies the division name change to provisions addressing BEACON/HR payroll system access, Council of State participation, and certification requirements for legislation implementing federal law.

Takes effect upon becoming law.
