Authorizes the Eastern Band of Cherokee Indians tribal alcoholic beverage control commission to issue wine shipper permits and commercial activity permits for businesses located wholly on Indian Country lands.

Grants the tribal commission exclusive authority to issue ABC permits to retail and commercial establishments on Indian Country lands under the tribe's jurisdiction and to regulate alcoholic beverage sales and delivery at permitted outlets.

Establishes mutual recognition between tribal and North Carolina ABC commissions, with each recognizing permits issued by the other in the same manner as their own permits.

Clarifies that the tribal commission retains sole enforcement authority over its permittees for violations occurring on Indian Country lands, while North Carolina ABC Commission retains exclusive enforcement authority over permits it issues.

Grants the tribal commission exclusive authority to issue permits for tourism ABC establishments (restaurants and hotels) located wholly on Indian Country lands between Mileposts 460-469 on the national scenic parkway.
