Directs the Department of Transportation to terminate the Comprehensive Agreement for the I-77 HOT Lanes project in Mecklenburg and Iredell Counties in accordance with Section 17.1.1.7 of the agreement.

Creates a reserve account within the Highway Trust Fund to pay damages or monetary penalties resulting from early termination of the agreement, with remaining funds redirected to fund suspended projects after 10 years or litigation resolution.

Suspends eight Mecklenburg County projects related to the I-77 agreement, including interchanges on I-77 and US-21, widening projects on NC-73, US-21, and NC-115, and road improvements on Hambright and Lakeview Roads.

Prohibits the Department of Transportation and Turnpike Authority from constructing any I-77 project in Mecklenburg or Iredell Counties as a toll managed lane public-private partnership.

Appropriates $25,000 from the Highway Fund for the 2016-2017 fiscal year to cover legal fees related to determining damages owed from the agreement termination.
