Establishes new felony offenses for impaired boating resulting in death or serious injury, known as "Sheyenne's Law"

Creates six tiered offenses with varying punishments: death by impaired boating (Class D felony), aggravated death by impaired boating with prior conviction (Class D felony in aggravated range), repeat death by impaired boating with prior death conviction (Class B2 felony), serious injury by impaired boating (Class F felony), and aggravated serious injury with prior conviction (Class E felony)

Requires that impaired boating be the proximate cause of the death or serious injury, and establishes a seven-year lookback period for prior impaired boating convictions in aggravated and repeat offense cases

Modifies penalty for simple impaired boating violation under G.S. 75A-10(b1) to clarify it remains a Class 2 misdemeanor with mandatory minimum fine of $250

Becomes effective December 1, 2016, and applies only to offenses committed on or after that date
