Raises the threshold for local consultation on transportation projects from $150,000 to $250,000, allowing the Department to proceed without municipal input on smaller projects.

Authorizes the Department of Transportation to allow broadband, fiber optic, and communications infrastructure in highway rights-of-way, with the Department retaining full control and ability to relocate such facilities.

Extends weight allowances for metal commodities and construction equipment to 90,000 pounds gross weight on non-interstate state roads, and extends federal weight exemptions to all state highways.

Allows electronic billing for tolls on turnpike projects with driver consent, and requires the Turnpike Authority to report on one-time users charged over $50 in fees and propose statutory reforms.

Rescinds all existing transportation corridor official maps under the MAP Act, imposes a one-year moratorium on new maps, and directs the Department to study alternative processes for protecting proposed transportation corridors.
