Requires charter school applications to disclose names and contact information for principal officers and individuals with financial authority, and to identify any individuals previously listed in a noncompliance database.

Establishes personal and individual liability for charter school officers and individuals with financial authority for outstanding debts exceeding reserved funds, insurance, and bond amounts upon school closure.

Requires individuals with financial authority at charter schools to obtain bonding, with bond requirements to be adopted by the State Board of Education within 60 days of enactment.

Creates a database maintained by the Office of Charter Schools listing individuals with prior financial and governance noncompliance who failed to repay debts, prohibiting their employment at charter schools until debts are paid in full.

Authorizes the State Board of Education to collect debts from personally liable individuals through the Department of Revenue or alternative collection methods including repayment agreements.
