Replaces "payroll unit" terminology with "agency" throughout the statute to clarify that Employee Insurance Committees serve entire agencies, including constituent institutions of the University of North Carolina.

Requires competitive selection of insurance products no less frequently than every three years and adds new committee duty to ensure vendors comply with contract terms and conditions.

Establishes mandatory quarterly meetings with documented minutes, defines committee composition as 5-9 members with majority employed in the agency for at least one year, and requires members to attest they have no conflicts of interest with proposing vendors.

Mandates use of the Department of Administration's electronic purchasing system and procurement templates for soliciting proposals, public opening of sealed proposals, and permits proposal modification only for unintentional clerical errors within two days of opening.

Requires annual reporting to the Office of State Human Resources regarding committee membership, offered insurance products, vendors, bid dates, and premium amounts, with provisions taking effect July 1, 2016.
