Requires the Department of Health and Human Services to submit a report to the Joint Legislative Oversight Committee on Medicaid and NC Health Choice and the Fiscal Research Division no later than October 1, 2016.

Report must include the status of the 1115 waiver submission to the Centers for Medicare and Medicaid Services (CMS) and other CMS submissions related to transitioning Medicaid and NC Health Choice from fee-for-service to capitation, including timeliness of submissions, CMS responses, and approval strategies.

Report must contain a detailed Work Plan for implementing Medicaid and NC Health Choice transformation, including key milestones, tasks, events, expected completion dates, and assigned responsibility for each item.

Report must describe any developments or changes during the planning process to enable the General Assembly to address barriers to successful implementation of the transformation.

Becomes effective upon enactment.
