Replaces terminology "central motor pool" with "central motor fleet" throughout G.S. 143-341(8)i to clarify law governing state vehicle management.

Permits the Department of Administration to contract with private vendors for short-term rental motor vehicles for state business use.

Maintains minimum mileage requirements of 3,150 miles per quarter for permanently assigned passenger vehicles, with quarterly reporting to Division of Motor Fleet Management.

Requires individuals using state vehicles for commuting between home and work to reimburse the state at a federally-compliant rate for 20 days per month, with exceptions for marked police/fire vehicles and specialized equipment.

Effective upon enactment; recommended by the Joint Legislative Oversight Committee on General Government.
