Department of Administration must develop a comprehensive state facilities plan by December 1, 2018, and every five years thereafter to manage acquisition and disposal of state-owned and leased properties.

Department must establish utilization measurement procedures by December 1, 2016, and develop space planning standards based on federal GSA benchmarks to govern workspace size and shared space use.

Real property database must include expanded information on buildings including location, condition assessments, operating and maintenance costs, utilization rates, and number of full-time equivalent positions assigned to each facility.

State agencies must submit annual real property information to the Department by July 1, 2018, develop five-year property management plans, and certify before leasing that no suitable state-owned space is available to meet their needs.

Department must reallocate seven specific state functions from leased to state-owned space upon lease expiration and provide annual reports to the General Assembly on portfolio status, goals achievement, and identification of unused or underutilized properties.
