Reauthorizes the Division of Motor Vehicles to issue special registration plates for the Zeta Phi Beta sorority with fee amounts and distribution as they existed on September 30, 2014.

Reinstates G.S. 20-81.12(b30) regarding Zeta Phi Beta plates as it existed on September 30, 2014.

Authorizes the Order of the Long Leaf Pine special registration plate to use a full color background design in accordance with G.S. 20-79.4(a3).

Requires at least 200 applications for the Order of the Long Leaf Pine plate before the Division may issue it on a full color background, matching the application requirement for special plates authorized after July 1, 2013.
