Directs the Governor's Task Force on Mental Health and Substance Abuse to study opioid and heroin abuse in adults, youth, and families, with findings and recommendations due to relevant legislative oversight committees in the 2017 General Assembly.

Requires the Department of Health and Human Services and Department of Public Safety to jointly study the use of Vivitrol as a treatment option in state-funded alcohol and opioid abuse treatment centers, with a report due to legislative oversight committees in the 2017 General Assembly.

Allows mental health evaluation reports on a defendant's capacity to proceed to be shared with clinicians at capacity restoration programs and with clinicians designated by the Secretary of Health and Human Services, while maintaining confidentiality protections for the full report.

Becomes effective upon enactment.
