Amends the charter of the Town of Red Cross to allow the Town Council to fill vacancies on the council by majority vote appointment rather than requiring a special election.

Appointed council members to fill vacancies shall have the same authority and powers as regularly elected members and serve for the unexpired term.

Creates a new Mayor Pro Tempore position to be chosen by the Town Council from among its members to perform mayoral duties during the Mayor's absence or disability.

Mayor Pro Tempore serves at the pleasure of the remaining council members with no fixed term of office.

Ratified June 23, 2016 and effective upon becoming law.
