Authorizes authorized agents of the Department of Agriculture and Consumer Services to detain, embargo, and tag bedding and related items found to be unsanitary, mislabeled, unsafe, or in violation of Article 4, Chapter 106 regulations.

Permits the Commissioner to petition district or superior court for condemnation orders of detained items, with destruction costs and court fees charged to the item's claimant.

Establishes civil penalties of up to $2,500 per violation for violations of bedding regulations, with each day of continued violation constituting a separate violation.

Creates Class 2 misdemeanor offenses for violating bedding regulations, providing false information in license applications or inspections, altering detention tags, removing embargoed items, or interfering with inspectors; elevates to Class 1 misdemeanor if a deadly weapon is used during interference.

Becomes effective December 1, 2016, and applies to offenses committed on or after that date.
