Department of Environmental Quality shall study whether all requirements for interbasin transfers are necessary and appropriate for intrabasin transfers within the same river basin.

Department shall specifically consider whether intrabasin transfer requirements should be adjusted based on the topography and geographic regions of the State.

Department must report results of the study, including any recommendations, to the Environmental Review Commission no later than December 1, 2016.

Act becomes effective when it becomes law.
