Clarifies voting rules for Elizabeth City-Pasquotank Board of Education: the chair does not vote except to break ties, and the vice-chair votes normally when the chair is present but does not vote (except to break ties) when presiding in the chair's absence.

Adds Beaufort, Dare, Gates, and Hyde counties to the list of counties covered by G.S. 153A-15, requiring county board of commissioners consent before local governments outside those counties can condemn or acquire property within them.

Changes Gaston County Board of Commissioners from two members from Gastonia Township to separate members from North Gastonia and South Gastonia townships due to township line changes.

Modifies Gaston County Board of Education composition to reduce North Gastonia Township representation from two members to one member and adds South Gastonia Township as a separate township entitled to one member.

Changes to Gaston County provisions become effective January 1, 2016, and apply only to elections held on or after that date.
