Requires county boards of elections to notify registered voters without eligible photo identification at one-stop voting locations of the option to complete a written request for an absentee ballot.

Voters without photo ID must be informed they can complete an absentee ballot request using the last four digits of their social security number or by providing copies of alternative documents specified in G.S. 163-166.12(b)(2).

Voters must receive notice of the absentee ballot request deadline (5:00 P.M. on the Tuesday before the election), instructions for completing ballots, and methods to transmit executed ballots to the county board of elections.

Voters who receive this notice must sign an acknowledgment form indicating whether they chose to complete the absentee request, take the application with them, or declined the option; this list of names is a public record.

State Board of Elections must require signage at all one-stop absentee voting locations notifying voters without eligible photo identification of their right to request an absentee ballot.
