Requires the Department of Health and Human Services Division of Child Development and Early Education (DCDEE) and Division of Social Services (DSS) to develop a plan making cooperation with county child support services programs a condition of receiving child care subsidy payments.

Plan must address the number of cases to be referred, disparities between county-administered and vendor-administered child support programs, information sharing between systems, and differences between IV-D and non-IV-D child support cases.

Plan must consider implementation costs including automation expenses, good cause exceptions similar to TANF and Medicaid programs, training needs, and coordination with existing systems (NC ACTS and NC FAST).

DCDEE and DSS must submit a report on the plan with recommendations to the Joint Legislative Oversight Committee on Health and Human Services and Fiscal Research Division by February 1, 2016.

Effective July 1, 2015.
