North Carolina Child Support Services Section (NCCSS) shall retain up to 15% of annual federal incentive payments to enhance centralized child support services, in consultation with county programs.

NCCSS must allocate at least 85% of annual federal incentive payments to county child support services programs to improve effectiveness and efficiency using federal performance measures.

NCCSS shall examine the current methodology for distributing federal incentive funding to counties and may adopt an alternative formula to be phased in over a four-year period.

County child support services programs must submit annual plans describing how federal incentive funds will improve their programs and report annually on how funds were spent and any deviations from their plans.

NCCSS shall submit a progress report by November 1, 2015, and annual reports thereafter to the Joint Legislative Oversight Committee on Health and Human Services describing how federal incentive funds enhanced child support services.
