Amends G.S. 115C-84.2(d) to require that all first semester examinations be given before winter break, removing the restriction on when students must begin school (previously no earlier than Monday closest to August 26).

Eliminates provisions allowing the State Board of Education to waive opening date requirements or grant waivers based on "good cause" (eight school closure days in any four of the last ten years).

Repeals the exception for schools operating under modified calendars that were designated for the 2003-2004 school year.

Applies only to Davidson County, Lexington City, Montgomery County, and Thomasville City school administrative units.

Effective upon enactment, beginning with the 2015-2016 school year.
