Establishes licensure and regulatory framework for naturopathic doctors in North Carolina, requiring graduation from an accredited naturopathic medicine program and passage of a national competency examination to practice.

Creates a 7-member North Carolina Naturopathic Doctors Licensing Board appointed by the General Assembly and Governor, with authority to issue licenses, establish continuing education requirements (40 hours per 2-year renewal period), and enforce disciplinary actions.

Defines scope of practice to include administration of natural remedies, physical examinations, laboratory and diagnostic testing, hydrotherapy, and health counseling, while prohibiting prescription of legend drugs, surgery, use of general anesthesia, and practice of other licensed professions.

Requires applicants to provide letters from physicians in at least four medical specialties (allergy, cardiology, gastroenterology, etc.) who have agreed to accept referrals, establishing coordination with licensed medical doctors.

Sets licensing fees at $200 for application/examination, $600 for initial license, $400 for renewal, and $1,000 for reinstatement, with criminal history record checks required for all applicants and licensees.
