Appropriates $6,000,000 for fiscal years 2015-2016 and 2016-2017 to increase school-based administrator salaries by 3% effective July 1, 2015.

Appropriates $2,000,000 for fiscal years 2015-2016 and 2016-2017 to provide $2,000 annual bonuses to principals whose schools exceed student achievement growth expectations as measured by the Education Value-Added Assessment System (EVAAS).

Directs the Joint Legislative Education Oversight Committee to conduct a comprehensive study on excellence in school leadership and develop strategies for attracting, preparing, and rewarding principals and assistant principals.

Study strategies may include modifications to principal preparation programs, mentoring programs, revised compensation systems with performance bonuses, and credentialing structures for school leaders.

Requires the Committee to report study results to the General Assembly by December 31, 2015; effective date is July 1, 2015.
