Requires personal services contracts for executive branch agencies to follow the same requirements and procedures as standard service contracts.

Mandates written approval from the Office of Information Technology Services and Office of State Budget and Management before establishing or renewing any information technology personal services contract regardless of cost.

Directs the Office of Information Technology Services to develop standards for hiring employees versus using contractors, monitor all IT personal services contracts, conduct compliance audits, and report biennially to the Joint Legislative Oversight Committee on Information Technology.

Requires all state agencies to obtain temporary employees through the Temporary Solutions Program administered by the Office of State Human Resources, with exceptions available only at the Director's discretion in writing.

Repeals G.S. 143-64.70 and allows existing personal services contracts to expire according to their terms; new contracts must comply with the bill's requirements.
